Vijayan because there are many workers in Kerala in Arabia. But the Indian Foreign Ministry has told the Indian mission abroad that they do not seek the help of foreign governments. Those opposing the government are looking at the centre as an 'anti-Kerala' BJP government, while there is a policy created by the UPA government in 2004, under which the country can not accept foreign aid. 1. How much has been done in Kerala so far?
Since August 8, 231 people have been killed due to heavy rains and floods in Kerala. Now, 10.78 lakh people are living in 3,200 relief camps, of whom 2.12 lakh are women and there are 1 lakh children under 12 years of age. 1.63 lakh people have been rescued in the last five days and the relief work is continuing. On Tuesday, 12,372 houses were cleaned and tons of plastic waste were collected. 52 thousand volunteers have registered themselves for relief work.
2. How much help was offered by the UAE?
On August 17, there were three tweets in Malayali from Twitter handles of Dubai ruler and UAE Vice-President Sheikh Mohammed bin Rashid Al Maktoum. In the first tweet, it was written that the people of Kerala have had a major role in the Arab success, in such a situation, on the occasion of Bakrid, we have the responsibility to help the affected people.
In the second tweet, India and the UAE community will come together to help the affected people, for which they have made a commitment and they urge all to donate their contribution generously. In the third tweet, it was written that Kerala is battling a terrible flood, in which hundreds have been killed and hundreds have become homeless. Do not forget to help the Indian brothers on the occasion of Bakrid.
After this, CM P. Vijayan of Kerala said that Makhoutoom and PM Modi offered him help by calling them. According to Vijayan, Makhoutom offered 700 million rupees for the reconstruction of Kerala and Vijayan thanked him for this. After this, PM Modi thanked UAE by tweeting that their offer reflects better relations of Indo-Arab.
3 Why UAE wants to help?
As Makhoutu himself expresses in his tweets that Kerala has been a partner in the Arab success. Malayali Association living in Arab countries at the moment of the tragedy is also sending money to help their families in Kerala. Kerala's population is around three crore and according to one estimate, 10% of the total population of the state does not live in the state. According to estimates, one in every third house in Kerala works in the Gulf countries. Gulf country ie Qatar, Oman, Arabia, Kuwait and Bahrain. Data released by Kerala's banks show that people working in these countries send about one billion rupees per year to Kerala.
4. Why would the central government not accept this help and what policy did the Manmohan Singh government create?
Thanks to Vijayan and Modi's thankful tweets, India will accept this help from the UAE, but it is not so. The Indian Foreign Ministry has told its missions in other countries that they do not accept the help of foreign governments. The reason is that in December 2004 Prime Minister Manmohan Singh of that time had set a policy on disaster and the current government would go ahead with the same policy.
When the Tsunami came in December 2004, the Government of India had created a policy related to disaster management that till the country is capable of dealing with any natural calamity itself, it will not accept the help of any foreign government. On the Tsunami, Manmohan Singh had said,
'I think we can deal with this disaster on our own, and only if we need them, we will get help from them.'
This tsunami in 2004 affected Andaman and Nicobar Islands, including Tamil Nadu. More than 12,000 people were killed in this disaster when 6 lakh had become homeless. During this time, Manmohan Singh's statement made India's policy clear about foreign aid and India has been following this policy since then.
5. What are the reasons for this policy?
There are two reasons behind this policy set by the Manmohan Singh government:
First, the government feels that if we are capable of dealing with any disaster ourselves, we will not get help.
Second, taking help from anyone government opens the door to another government. In such a situation, if we seek help from any one country, it is not diplomatic in any way to refuse the rest of the country.
6. Because of this policy of the UPA Government, what disasters do we deal with on our own?
Prior to the 2004 tsunami, India had accepted the help of foreign governments during the 1991 Uttarkashi earthquake, the 1993 earthquake, 2001 earthquake, Bengal cyclone in 2002 and Bihar flood in 2004. But since this decision of Manmohan Government in 2004, India has rejected the help of Russia, US and Japan during the Kashmir earthquake of 2005, Uttarakhand flood in 2013 and Kashmir floods in 2014.
7. What did the Ministry of External Affairs say in its directive?
According to Delhi-based sources, the ministry has issued a note to its missions abroad and told them that if any government proposes to help, then what answer do they have to give? According to the note, on the offer of help, the missions have to tell that if any foreign government proposes to help, then you should thank him for his goodwill. Let them know that other states and Indian citizens have come together for Kerala. They can also tell them that at that time government machinery is trying so much to help there. The government has been assessing how much damage has happened in Kerala and the initial assessment is showing that we will compensate for losses on our own. In such a situation, the Indian government has decided to rely on domestic efforts.
8. How much help has received from the Government of Kerala and how much more is needed?
In a cabinet meeting on Tuesday, P. Vijayan said that to bring Kerala back on track, the state needs a special package of Rs 2,600 crore under various schemes of the Center including MNREGA. PM Modi and his cabinet have announced the help of Rs 680 crore. The Kerala government has decided to launch the 'Lottery Two Help Fund' to raise money. Last week, the government increased excise duty of liquor from 21% to 21.5%. These new rates will continue till November 30. Vijayan said that liquor and lottery ticket sales are the main sources of revenue of the state.
